After seeing the picture, for a second i thought we'd a Google Earth view of the Paisley Road west area from the late '60s!

What was there an aluminium plant there?

You'll hear both Govan and Yarrows.

The noise isn't too bad from a distance.

Although once I was passing the Govan yard when it went off and it scared the bejesus out of me :!:

I noticed that too a few months back when heading from Gilmour Street to the Sheriff Court. The announcement took so long, that the traffic was moving again before the end!

Never heard anything being transmitted though.

I can answer this one :)

There are waterproof horns all the way up Buchanan and Sauchiehall street. These were installed one year along with the christmas decorations. The idea being they could play christmas carols to the shoppers with them.

That was a long time ago now... maybe we're going to have a revival of them? (God help us).

The loud hum would probably be due to the state the amps are no doubt it.. probably been sitting in the back room of some large store for years (Frasiers?).
