Having worked with a number of construction firms recently - there seems to be a practice of incorporating some form of public realm / public artwork in the planning stipulations / consents for new developments, this is not just a local Glasgow or Scottish thing.
Im certain the developer would have footed the build - Yoker now has a non working water wheel / & several large mice opposite Yoker Park on Dumbarton Road - which was funded by the developers site of the new builds on the old power station site, although the design of it came about through involving 2 local schools and an art student.
