The value of a statistical life
The LTSA estimated in the early 1990s that the Value of a Statistical Life for New Zealand was $2 million. That value was adopted for investment decisions in the transport sector. The estimate is based on willingness-to-pay, using survey data on the amount that members of the community are prepared to pay for reductions in the risk of a fatal road accident.
‘Statistical’ here means that the value is not for some specified individual but instead represents the average amount that members of the community are willing to pay to save a life at random.
