The Antonine Wall: Draft Supplementary Planning GuidancePurpose of Report:
To inform Committee of the preparation of Draft Supplementary Planning
Guidance (SPG) for the Antonine Wall and to seek approval for the SPG to be
published for a six-week period of consultation.
Recommendations:
That Committee notes the attached draft Supplementary Planning Guidance and
its issue for a six-week period of public consultation.
1. BACKGROUND
1.1 The Antonine Wall was inscribed as a World Heritage Site in July 2008,
becoming an extension of the trans-national Frontiers of the Roman Empire
World Heritage Site which includes Hadrian’s Wall in England and the
German Limes.
1.2 The Antonine Wall runs through five authority areas across central Scotland:
Glasgow, West Dunbartonshire, East Dunbartonshire, North Lanarkshire
and Falkirk. The five authorities have agreed to uniform planning policies
for the Antonine Wall and these policies are included in City Plan 2 – Policy
ENV 16. The policy outlines a presumption against development which
would have an adverse impact on the World Heritage Site and its setting.
1.3 Policy ENV 16 of City Plan 2 further states the Council, in association with
the other four local authorities along the line of the Antonine Wall and
Historic Scotland, will prepare Supplementary Planning Guidance on the
criteria which will be applied in determining planning applications for
development along the line or within the setting of the Antonine Wall.
