Depends what people think David Marshall should have done.
I've never had any dealings with Marshall so don't know what he's like dealing with the petty grumbles of constituents - council disputes, neighbour disputes, police disputes, parking disputes, etc. - that make up much of an MP's workload. Perhaps he was incompetent at this - does anyone know?
If anyone thinks Marshall should somehow have transformed Glasgow East by a series of magical Bills - each one more brilliant than the last - then they're seriously overestimating the influence of an ordinary, plodding, backbench MP.
Jim Hacker: "Are you saying that winking at corruption is government policy?"
Sir Humphrey: "No, no, Minister. It could never be government policy. That is unthinkable. Only government practice."
