I think you are being way too logical there!

http://www.theherald.co.uk/news/41149.html, it seems as though the Glasgow Harbour developers have become so fixated with road access that they have demolished what could become part of a rapid transit link. They have obviously never seen the Expressway in the rush hour, if they imagine that all those people living there can just use it in addition to those who already use it.
Even in Docklands, they made sure that the transport links were in place before they built offices/houses. As a result, the DLR now carries millions per year, and the area is (finally) well served for infrastructure.
At every turn, it looks as though the developers of Glasgow Harbour are making as many mistakes as they can, so that they can take the money and run. Houses and Offices and Hotels, but no schools, transport or shops! Word fail me.
