I have no actual knowledge, but knowing the Licensing Authority (dealt with them) I'd be mildly surprised if Edinburgh was allowed to transfer the Reg to an individual as it is a non-standard combination that was allowed specifically for use on the Provost's car, as was Glasgow's.
As an aside, anyone know who owns most of the E series in Glasgow, like E 2, E 4 etc.?
I was told some years ago, and forget now, but still see the Reg's occasionally. I do remember that the owners were described as "owning half of Glasgow".
