Virginia Street

Despite my best efforts, I've searched this site for an answer to this question.

In Glasgow's Virginia Street, there are two iron objects (one which I think is a bell) the other, I don't want to speculate given what it reminded me off. They are directly opposite a store called Felix and Oscars (?). As I have never mastered the art of posting photos on forums, I'm at a loss to show them here but I am hoping that someone out there might be able to answer this question for me.

What the feck are they and what's their purpose?

Yes, that's it - the very items of curiosity that are perplexing me just now. I'd love to know the story behind them before I expire this earth....

They are there to stop delivery trucks from cutting the corner and potentially hitting people or the building.
