Not sure that any of that really alters anything of what I've said? Shawlands being cheaper than the West End or City Centre is hardly news, always has been, whether to rent or buy. But it's now worse if it's a locality as a cheaper option in a city already in trouble.
BTW, Buy to Let is not a positive factor to have in your neighbourhood - either in the short or long term.
