It's an odd collection of place names - particularly Fleetwood. Somewhere nearby, I'd say. Lancaster.

That's what I thought, but what's that to do with Hereford, Halifax or Huddersfield? Could it be an old insurance building, say Norwich Union, or is the old Ministry of Agriculture and Fisheries? Also, it looks like part of a doorway with A-L down one side and presumably M-Z down the other.
