On the corner of Moffat Street and Ballater Street in 1962 was:

no 32 Custom and Excise Office

no 130 St Mungo's Grand Hall

no 140 United Co-op Baking Society Ltd

also Richmond School / Hayfield Primary School / Hayfield Nursery School

is it possible we are seeing the first 3 in the photo?

It's the St. Mungo Halls. I've just seen a thumbnail picture of it on SCRAN.

The FIRST Road runs from south east to north west. Heading eastbound, the two lanes split to provide two pairs of lanes at the lights (at the expense of the bus lane), The left-hand lanes providing access to the northbound SECOND Road and the eastbound FIRST Road. The right lanes turn into the southbound SECOND Road, with traffic then able to turn right again into Third Road. All movements, except on the northbound SECOND Road pass through 2 sets of lights.

Outbound traffic on the FIRST Road has a free flow slip to the southbound SECOND road , with the rest of the traffic gaining five lanes at the first set of lights. The right-hand pair turn northbound on the SECOND road, while the other three continue through the second lights for outbound FIRST and Third Roads.

Southbound SECOND road traffic appears to have the easiest life - one set of lights allows them to turn left onto the eastbound FIRST, or stay on the southbound SECOND Road. However, after crossing the FIRST Road, it is still possible to head west on that road - all you need to do is turn right at the lights into Third Road, then right again at the next lights, followed by left at the fourth set.

Heading North on the SECOND Road, traffic wishing to stick on that route has to pass through a mere 2 sets of lights. Traffic headed for the FIRST Road, can either take the route described above, via Third Road, or use the left turn lane at the main crossroads. Both options involve 3 sets of lights. Eastbound traffic HAS to turn left (i.e. outbound) first into Third Road, then return to the right, so also passing through 4 sets of lights!

Traffic from Third Road has a set of lights simply to get to the junction, so it is already one step behind. Turning westbound onto the FIRST or northbound Roads onto the SECOND road involves one more set, whilst Eastbound or Southbound involves three sets of lights.

The total number of signal posts (including pedestrian signals) therefore seems to be somewhere around 70 (a quick tally from Google Earth!). However, surprisingly perhaps, traffic seems to flow fairly smoothly through this junction, it certainly isn't the worst in Glasgow!
