I think the second one is the city center mounted police station.

correct. probably the least-secure looking police station in the city i'd guess (no cctv anywhere outside). has this always been the mounted police station, or did it use to be something else?

This used to be the office of BRS (British Road Services), as far as I remember, it and National Carriers were nationalised industries like British Rail and why they had their depot so close to the railway - the goods came off the train and onto the vans for distribution around the city.

It's not really a police station as such, more a garage and service centre i.e. somewhere they can all go for a cup of tea / bag of hay.

It was originally the Leyland Motor Company's building and housed their offices and service facilities. B&W pic from 1938 shows it pretty much as it is now, so its wearing well.
