Aye... yer probably right. Engrish ain't my strong point either. 
I just remember there being a story about that place (and the sign) in the paper, so thought I'd grab a photo when I went past it. Strangely enough all the other signs for it in the street, wooden hand painted ones, had alloys with no apostrophe.
Maybe they're just trying out all combinations so that at least one sign is correct.

Just for a laugh:
As a slang term for alloy wheels, alloys would not have an apostrophe.
Apostrophe s ('s) can be used for the informal abbreviation of is, so wouldn't be applicable here either, unless you can find a formal rule for the abbreviation of wheels to 's somewhere.
As it doesn't possess Direct Ltd, the use of a possessive apostrophe would be wrong too.
This is starting to sound too sensible...
