"In 1981 balloon making/blowing kits containing toxic chemical compounds were made the subject of a permanent ban. Initially, the chemicals polyvinyl acetate, ethyl acetate, acetone and benzene were banned, but this was later expanded to include the “toxic” statement, in order to catch future dangerous compounds.
Balloon blowing kits incorporate a tube or straw, as well as tube of putty like material. The tube or straw is placed into a small amount of the material, and by then blowing down the tube a balloon is formed. Unfortunately, some of the chemicals used in making these kits are highly toxic, and the person using it may inhale dangerous fumes."
