Is it a 2.5" hard drive that's inside the caddy, or is it a 3.5" drive? If it's a 2.5", you might find that the desktop will happily give it the power it wants, while the laptop isn't quite up to it. Using it through a powered USB hub might fix the problem, or one of the Y-cables that...

Bus shelter could be considered 'public space' but a communal close is not - it is a private dwelling. Inside their own flat is private.
