Its a bunker! Or rather the hatch for one. I expect there is "proper" terminology for it but it escapes me at the moment!!! http://www.subbrit.org.uk http://www.rcahms.gov.uk There might well be some more informaton about it on one of these sites! Although i haven't checked :?

A brief visit today confirmed the barrracks havent hanged much since I was last there. Just a little more overgrown and a few more slates fallen from the roofs.
