Ibrox Street (Cessnock end) today: http://farm9.staticflickr.com/8469/8119178656_edfc3d2e84.jpg I'm told it started yesterday when a piece of masonry fell from the top floor. Then a giant cherry picker turned up (cue Jaws music). A dreadful warning to do the damned maintenance........

Notwithstanding bcuk10's info I'd hazard that it's because it would be the council paying for the panels and the tenants saving on their bills. (But my council-cynicism level is currently elevated for (several) other reasons.)
