Old embroidered cap badge I bought recently, was used by very senior uniformed corpy staff, such as the trams, police & museums.
It's mostly wire & silk thread, the fish scales are little discs of metal sewn on.

Good reply Viceroy. It was largely a rebranding exercise to try and distance the Corpy electric underground from the old unreliable cable subway, and maybe steal some of the London Underground's thunder

Some people are just arseholes. Not really any more logic to it than that.
